Strategic Quality Services

Quality Professional with 35+ years’ experience. Over the span of my career I have worked in Automotive, Aerospace, Military, Nuclear and the last 14 years in the Oil and Gas industry. Have implemented multiple Quality Management Systems across all industries. As a Certified Quality Manager and Auditor I have had exposure and experience in almost every manufacturing process related to the Oil and Gas Industry. Our specialty is QMS Development, Process Control and Problem Solving. We also offer short and long term Quality professionals to fill our customer’s resource needs from Project Quality Leads to Auditors. Co-founded Strategic Quality Services in 2021 to offer our services to the Oil and Gas Industry to fill a much needed resource gap where full time Quality personnel are often hard to justify at the project level.

May 2013 to Sept 2021:

Shell Americas (Contractor) – Project Quality Lead – Quality Americas Group

Project Quality Lead - Over eight years of successful Project Quality Management execution, upstream and downstream. Projects have included iMMLS, UNC Project Theme Office, Cardamom, Subsea Brownfield Portfolio and Scotford Refinery Debottleneck, Vito and currently includes Whale. As the Project Quality Lead primary responsibilities include QMS for the entire project, managing Quality Risks, Assurance activities on Project Risks, ensuring adherence to the Discipline Control and Assurance Framework (DCAF) and Quality oversight of Shell Quality team and EPC contractors.

iMMLS - The Movable Modular Liquefaction System Independent Design Project (iMMLS) develops a standardized and replicable small scale liquefaction plant that is able to handle a wide range of FEED gas and can be located in a wide range of locations.

UNC PTO – The PTO is an executable catalogue of standard designs for the upstream Unconventional Gas business.

Cardamom – The Cardamom project is a Subsea tie-back to the Auger rig in the Gulf of Mexico, including the Topsides modifications and additions.

Subsea Brownfield Portfolio – The SS BFP is a large portfolio of new well tie-backs to existing platforms and rigs in the Gulf of Mexico.

Scotford Refinery Debottleneck – Major Hydrocracker upgrade and system capacity improvement.


Last project assignments were Vito and Whale projects as Topsides and SURF Quality Lead. The Vito and Whale projects are new Semisubmersible Floating Production System (FPS) that will develop multiple new wells and supporting systems, with both Oil and Gas Export Lines. Unique activities with the projects include auditing of Topsides and SURF processes and suppliers, and Assurance work at major sub-contractors. Also responsible for working to closure with the EP Company (Jacobs / Worley) all Site issued NCRs on delivered Topsides equipment.


Major accomplishments at Shell:

Project Quality Department – Lead effort to revise Quality Requirement for Contracts, including a risk based fit for purpose version for Equipment and Commodities;

Instrumental in the development and evolution of Flawless into an integrated risk based program in conjunction with Operational Excellence;

Served as mentor and trainer of several Quality Engineers in the Project Quality group;

Participated in development of Downstream Quality Reporting Scorecard format.

Developed and implemented streamlined process for Technical Integrity Verification for handover of systems to Operations.


November 2008 to May 2013:

TSC Offshore Corporation – VP, Global QHSE – Oil and Gas Industry.

Responsible for all Quality System operations and HSE Compliance worldwide. Company Worldwide Headquarters based out of Beijing, China. Worldwide locations include UK, China, Brazil, Singapore and Middle East. Have completed rescuing API / ISO Registrations that were in trouble for locations including Houston facility, UK facility and multiple China locations. Have also lead the effort for new registrations and product licenses in additional facilities around the globe including but not limited to API Monogram, DNV, CE and ATEX.


TSC specialized in all topside and subsea rig handling equipment from as small as Centrifugal pumps up to Derricks and Masts including all crane types for handling on the rig. TSC also manufactured full rig hulls and jack up rig legs and well as Power Distribution systems and Driller’s Cabins. 90% of all manufacturing and subcontract fabrication was performed in China.


Also simultaneously served as Project Manager for large offshore equipment package for Letourneau Technologies, Inc Equipment package fabricated in our Qingdao, China facility. Project was ultimately delivered to Petrobras for use on Jack-up Rigs. Stepped in as Project Manager at customer request to recover a struggling project.

October 1997 to November 2008:

Self Employed – Real Solutions Consulting Services

Primary focus was developing Quality Management Systems for manufacturing organizations. Systems include QS-9000, ISO-9000, QS/TS 16949, ISO 14000, ISO 17025, A2LA ISO Guide 25, QS-9000 TE and Q1, API Q1 / ISO 29001, AS9100, MIL-Q-9858 and NQA-1 . Also provide independent system audits, training and implementation consultation. Have achieved System Registration for all clients seeking registration with governing bodies.


January 1994 to October 1997:

Electro-Mechanical Products, Inc. A Division of AFL Inc. - Owosso, MI / Auburn Hills, MI / Juarez Mexico. Electrical Components and Wire Harnesses for the Automotive industry. Company shut down and sold out.

Feb. ‘96 – Oct. ‘97 VP of Quality - Responsible for all Quality and Program Management functions for EMP.

Sept. ‘95 - Feb. ‘96 APQP / SQA Manager - Responsible for all Program Management and APQP functions for entire EMP organization. Also responsible for Supplier Development of all EMP suppliers. EMP is a four plant operation in Michigan and Juarez Mexico plus divisional office.

Jan. ‘94 - Sept. ‘95 Quality Assurance Manager - Responsible for developing and implementing base Quality systems and procedures that will conform to QS 9000 standards. Responsible for two plant operation in Owosso.


November 1992 to January 1994:

Davis Tool and Engineering Co., Inc. - Detroit, MI. Stampings and Assemblies.

Quality Engineer - Responsibilities included Advanced Planning, Problem Solving, Customer service and all in-house quality activities.


August 1989 to November 1992:

Lear Seating Corp. - Louisville, KY. - Automotive seating assemblies.

Quality Manager - A true JIT Ford supply facility, responsible for starting up the plant and all phases of Quality. Main objective to get plant Q1 ready for system survey, successfully completed survey.


December 1987 to August 1989:

ASC Inc. - Southgate, MI. Automotive conversions. (Worked for Automobile Specialty Company, a Division of ASC In., or known as American Sunroof Co.).

Divisional Quality Engineer - Major responsibilities were to serve as a support function to outlying facilities. Job duties included preparing for customer system surveys, Advanced Quality Planning, implementing systems, plant start-ups and problem solving.

September 1983 to December 1987:

Color Custom Inc. - Warren, MI. Plastic Injection and Extrusion.

Quality Coordinator - Started with CCI as a data collector and moved up through various positions within the Quality department. In March of 1987, I was transferred to NYX, Inc., a newly purchased company by CCI, as Quality Manager. At time of transfer, job duties were as Receiving Inspection Supervisor and SPC Analyst.
